There is NO SUCH THING as a quiet and inexpensive macaw. The smallest macaw I have seen is a hahn's macaw and they are damn cute, but loud, and expensive.

Sorry to be harsh, but really, even a parakeet can be loud. So if you wanted something that's quiet, then a bird is not for you!
